Renewable Energy
RE priorities: 
Promote efforts for the development and deployment of renewables in the Russian Federation contributing towards improved efficiency of the national power sector. Art. 2 stresses that uncertain prospects on the use of RE in the Russian Federation, existing economic fragilities effecting the energy sector pose considerable challenges, prevent exploiting the full potential of RE. --- Efforts shall be supported for the development of small renewable power generating plants.
RE targets: 
Within the span of projected period - until 2020 - renewable power generation and consumption (excluding hydropower facilities with generation capacity exceeding 25MWt) shall reach: 1.5% in 2010, 2.5% in 2015, 4.5% in 2020.
RE feed-in tariffs: 
Art. 3. Among mechanisms designed to facilitate the deployment of renewable energy is the introduction of a feed-in tariff system (the wholesale electricity market).
Environment
Energy environmental priorities: 
The policy takes a profound view of Russia’s climate change obligations, seeks to increase the contribution of renewable energy to sustainable development of national energy sector.
Investment
Investment climate development: 
Art.3. Renewable power generation is expected to follow a rising trend due to implementation of a set of stimulus measures undertaken by the state. A favorable policy environment shall be created to attract investments to Russian renewable energy industry, to ensure economic viability of RE technologies, to facilitate broader involvement of relevant institutions in the formulation of national policies on energy efficiency and renewable energy.
