Overall Summary: 
General Scheme for the Development of Gas Industry in the Russian Federation is a strategic policy document identifying tools and mechanisms for nurturing sustainability and improving competitiveness of the national energy sector. Focusing on gas market fragilities and existing sectoral weaknesses, the policy elaborates on options to promote innovative development, seeks to ensure that sufficient resources will be made available to support the reformation of national gas sector. Stressing the need for the development of regional connectivity solutions, the document aims to ensure that Russia’s obligations arising from international agreements on gas supply are met. It is stressed that in order to best-fit to the rapidly changing energy market conditions, national regulatory frameworks will be continuously adjusted to the evolving external environment.

Projections are based on the estimates provided by the Concept of Long-term Economic and Social Development of the Russian Federation until 2020.
Energy Supply and Infrastructure
Infrastructure development priorities: 
Emphasis is placed on the development of gas transportation infrastructure in the Eastern Siberia.---An overarching framework for the development of energy infrastructure is established by a number of regulatory documents endorsed by the Government of the Russian Federation over the past decade. Considerable efforts will be made towards the development of capacities for exploration, transportation, storage and processing of natural gas. While progress will be made with structural reforms in Russia’s energy sector, policy measures will be carried out to support projects on modernization of gas production facilities. --- Sector-specific infrastructure deficits are addressed in particular. Art. 3.6 ‘Underground Storage of Gas’ stipulates that additional regulatory measures have to be taken to address a number of issues, including the lack of gas storage facilities – an important component of Russia’s natural gas transmission system.
Cross-border energy infrastructure: 
Stated objectives: enhance energy security though greater transboundary collaboration in Asia and the Pacific. ---Significant efforts have to be made at the national and regional levels to facilitate the development of gas transportation infrastructure (pipelines). The policy calls for the strengthening of mutually beneficial and long-standing cooperation with the Republic of China, South Korea and Japan. Transportation of natural gas to the South Korea and Japan is likely to see solid growth with launch of the project “Sakhalin-2”.

Despite extensive efforts to support modernization of Russia’s energy sector, there’s a need for improving existing gas supply capacities. An emphasis is placed on the development of gas transportation infrastructure in the Eastern Siberia and the Far East of the Russian Federation to increase exports of natural resources to Asia and the Pacific.

An overview of the spectrum of policy measures implemented by a variety of entities, including utilities and administrators, is provided. -------- The Scheme aims to ensure coherent implementation of relevant policies, including the General Scheme for the Location of Power Objects until 2030, Strategy for the Development of Core Industrial Sectors of the Russian Federation until 2015, Program on Establishing the System for Exploration, Transportation and Supply of Natural Gas in the Eastern Siberia and the Far East (adopted pursuant to the Order of the Energy Ministry of the Russian Federation №340 dated 03 September 2007). ------- The policy refers to the Energy strategy of the Russian Federation until 2030.
Technology
Clean energy technology deployment: 
Stronger policy action is required to make progress in addressing existing vulnerabilities and supporting sustainable development efforts. Integration of environmental sustainability in Russia’s development pattern requires the introduction of advanced technologies in the energy sector.
