Overall Summary: 
The present decree is a revision of a number of policies covering thematic areas of renewable energy, energy trade regulation and environmental sustainability. The policy addresses the need to create conditions for improving energy market environment, thus, support the deployment of unconventional energy sources in the Russian Federation. The policy targets catalyzing concrete actions to ensure transparency and competitiveness of electricity markets, moreover, it elaborates on existing barriers, costs and potentials of expanding vastly the deployment of RES in retail electricity markets.
Renewable Energy
Public competitive bidding/tendering: 
Tenders for contractors shall be provided on a competitive basis, competitive conditions are to be guaranteed throughout selection process. Power generating capacities development is to be covered by the regional energy action plans.
Pricing
Energy pricing: 
The policy envisions preferential conditions to RES generation plants providing supplies to retail electricity markets. In retail sales of electricity to end-use consumers, tariff minimization measures are proposed. Regulatory efforts related to the RES energy tariff setting in the Russian Federation shall concentrate on 1) minimization of environmental hazards; 2) resolving social protection issues; 3) balancing energy markets and ensuring generation adequacy.
Investment
