Overall Summary: 
The Act provides for a Building Safety Code of the Commonwealth of the Northern Mariana Islands. The purpose of this Building Safety Code is to secure and promote the safety, health and general welfare of the people of the country providing standards for the location, design, material, construction, enlargement, maintenance, use, occupancy, and moving of buildings and structures in the Commonwealth.

The Building Safety Official shall undertake and be responsible for the education of the general public, particularly owner-builders of owner-occupied dwellings, with respect to the purposes, provisions, and requirements of this Safety Code, the plan review services provided by the Building Safety Division, and economical and energy and water conservative building materials, methods and equipment.--- Within one year after the effective date of the Building Safety Code, [...] the Building Safety Official shall officially endorse [...] various model plans for single-family dwellings, [...] free of charge, [...]. The Building Safety Official shall use the permit process as an opportunity to educate owner-builders concerning the plan review services of the Building Safety Division and the availability of safe, energy efficient, environmentally appropriate house plans from the Division.
Renewable Energy
RE investment or production tax credit: 
The Building Safety Official shall provide for a system of fee credits for structures or equipment designed to produce energy from renewable sources, conserve energy, or collect or store rainwater.
Governance
