On General Conditions for connecting Solar PV Generation sources to the Electricity

Supply System of National Grid or to the Electrical System of a Consumer connected

to the Electricity Supply System of National Grid

- Having seen the Electricity Law of the Kingdom of Cambodia promulgated by the Royal Kram No. NS/RKM/0201/03 Dated February 02, 2001 and subsequent amendments

- Having seen Article 7 of the Electricity Law of the Kingdom of Cambodia, which requires Electricity Authority of Cambodia to issue regulations and to make appropriate orders for electric power services and use of electricity in the Kingdom of Cambodia

- Having seen the Regulations on General Conditions of Supply of Electricity in the Kingdom of Cambodia approved by Electricity Authority of Cambodia in its Session No.14 Dated January 17, 2003 and subsequent amendments.

Article 1-

To issue the Regulations called "Regulations on General Conditions for connecting Solar PV

Generation sources to the Electricity Supply System of National Grid or to the electrical system of a consumer connected to the Electricity Supply System of National Grid" to regulate the installation and operation of the Solar PV system in the Kingdom of Cambodia. In these Regulations "Electricity Supply System of National Grid" means the following networks operated by Electricité Du Cambodge ( EDC ) and/or other licensees - (i) the high voltage transmission lines and substations Of National Grid (ii) the MV sub-transmission network connected to the substations of National Grid and ( iii ) the MV and LV distribution network fed from the National Grid. a consumer means the electrical installation on the premises of the consumer used and operated by the consumer.

Article 2 -

In the Kingdom of Cambodia, EDC has been granted the Consolidate License comprising of

Generation License, National Transmission

License and Distribution license. In its license EDC has been authorized to operate specified generation facilities, to purchase electricity from sources available at present and in future, to plan, develop and operate the transmission system and to distribute electricity in its authorized Distribution areas. There are other private licensees who are granted (i) Special Purpose Transmission Licenses which authorizes to provide transmission and subtransmission services by operating facilities specified in their licenses; and (ii) Distribution license which authorizes to purchase electricity from other licensees specified in their license and provide distribution service in the authorized area specified in their licenses. So all licensees other than EDC can purchase electricity only as specified in their license and not from any other source. Only EDC can purchase electricity from different sources to ensure adequate supply of electricity in the National Grid. For smooth, efficient and economic development and operation of the Electricity Supply System of National Grid in Cambodia, EDC purchases electricity from all sources connected to the Electricity Supply System of National Grid; aggregates the cost of all sources of electricity to calculate the average cost of electricity ard then the tariff for supply to licensees and consumers is based on this average cost. principle, the electricity injected into the National Grid by all sources including the Solar PV system and injected at any level either through the system owned by EDC or through system owned by other licensees must be purchased by EDC only.

Article 3 -

For security and reliability of electricity supply at economical cost, development of sources of electricity, including Solar PV Projects, their size, location and type, irrespective of their points of connection being on the infrastructure owned by EDC or any other licensee, has to be done in accordance with the Power Development Master Plan in Cambodia, hereinafter referred as Master Plan If a project for developing a source of electricity is not included in the Master Plan, its feasibility has to be examined, in coordination with other projects, for its impact on the system•s overall electricity cost and efficiency of operation.

In the Kingdom of Cambodia, the Ministry of Mines and Energy is responsible for the policy, strategy and planning in the electricity sector; and Electricité du Cambodge ( EDC) is responsible for the operation of national grid system. For a Solar PV System, to be connected to the Electricity Supply System of National Grid, and not included in the Master Plan, the Ministry of Mines and Energy and Electricité du Cambodge shall examine the suitability of the solar PV project for its timing and efficiency and allow it to be connected to the Electricity Supply System of National Grid if found suitable. The Solar PV project will then be included in the Master Plan.

Article 4 -

All investors, who are allowed to invest in Solar PV project for connecting it to the Electricity Supply System of National Grid must comply with the technical standard and safety conditions set forth in Articles 7 and 8 of this Regulation.

Condition of investment and doing business on

Solar- PV projects connected with Electricity Supply System of National Grid shall be defined in the project implemeÅt agreement. The electricity supplied to the Electricity Supply System of National Grid from the Solar PV project must be sold to Electricité du Cambodge under a Power Purchase Agreement approved by EAC.

Article 5 -

In the Kingdom of Cambodia, any person who wants to install Solar PV System to use electricity for its own consumption for any parts or all of its installation which is not connected and synchronized with the Electricity Supply System of National Grid, can do so and will be responsible for its safe operation.

For installation of Solar PV System to use electricity for its own consumption and synchronized with the Electricity Supply System of National Grid, in the first step, only Big

Consumers (medium voltage consumers) and Bulk Consumers (high voltage consumers) are allowed to install Solar PV system and connect it to their own system and synchronize with the Electricity Supply System of National Grid, to provide the additional electricity source for their own consumption provided they comply and agree with the following conditions:

The type of consumer will be changed to "National Grid connected Solar PV Project Big Consumer- or "National Grid connected Solar PV Project Bulk Consumer", as applicable. In order to be fair to the licensees for investments made in infrastructures in Electricity Supply System to meet the demand of consumers, the tariff application to these consumers is to be changed to "the tariff for consumers with the Solar PV system" which is based on two part tariff system, with charges for both capacity and energy. This tariff will be as approved by Electricity Authority of Cambodia from time to time according to the actual situation of investment made in electricity infrastructure both in electricity generation and in the Supply System of National Grid to meet the contracted demand and energy requirements of consumers.

The maximum capacity of the Solar Power Project, as mentioned on AC side at the output of inverter based on rated inverter capacity, shall not be more than 50% of the Contract Demand in kW (if Contracted Demand is stated in kVA, it will be converted to kW at normative Power Factor of 0.90), as stated in the Power supply Agreement with the consumer.

The inverters should be programmed that the Solar PV project power is consumed by the consumer and not fed into the Electricity Supply System of National Grid i.e. there is zero export. In exceptional cases only, export of power to the Electricity Supply System of National Grid may be allowed only under a written agreement between (i) the consumer and EDC, if EDC is the licensee

supplying electricity to the consumer or (ii) the consumer, EDC and the licensee supplying electricity to the consumer, if the supply to the consumer is by a licensee other than EDC. This written agreement shall specify all terms and conditions and shall be approved by EAC.

Meters suitable for the applicable tariff for the National Grid connected Solar PV Project consumer shall be provided to record the required parameters. The required changes to the connections and metering system required for connecting the Solar PV Project to the grid will be made by the consumer or may be made by the licensee on payment of the charges by the consumer.

Article 6 -

The Big Consumer (MV consumer) and Bulk Consumer ( HV consumer) intending to install Solar PV project to generate additional electricity and synchronize with the Supply System of National Grid shall apply to EDC and the licensee supplying electricity to the consumer ( if the consumer is supplied electricity by a licensee other than EDC) giving full information about existing supply connection and all information on the proposed solar project and seek permission from EDC and the licensee to connect the solar project to the Supply System of National Grid. EDC and the licensee may seek further information, if required. Within one month of receipt of all information, EDC shall intimate if the proposed solar project can be connected to the grid and ask the consumer to sign an agreement with EDC and the licensee. The permission so granted will be valid for one year from the date of permission, and on failure to

Article 7 - All Solar PV projects installed for supplying electricity to the National Grid or for connection to the electrical installation of the consumer and synchronized with the Electricity Supply System of National Grid shall comply with the technical standards given below to maintain the quality and security of electricity in the Electricity Supply System of National Grid: a )Limit of DC Power Injection• The Solar PV Project shall not inject DC current into the National Grid greater than 1% of the inverter rated output current. b )Limit of Flicker: The solar PV Project shall not create objectionable flicker for other consumers on the National Grid. c)Limit of Harrnonic Injection: The harmonic current and voltage injection by the Solar PV Project into the Supply System of National Grid shall not exceed the values given below: Harmonic Limits

d)Other issues to maintain quality of electricity from Solar PV Projects:

For other aspects of quality of electricity from Solar PV Projects, relevant International

Standards are to be followed.

Article 8 -

All Solar PV projects installed for supplying electricity to the National Grid or for connection to the electrical installation of the consumer and synchronized with the Electricity Supply System of National Grid shall comply with the Antiislanding provisions given below to maintain the safety in operation Of the Supply System of

National Grid:

Please see PDF	Anti-islanding The design and installation of the Sola PV Project shall be equipped with appropriately rated protective devices to sense any abnormality in the grid system and carry out automatic isolation of the Solar PV Project from the grid. The automatic isolation or islanding protection of Solar PV Project should be ensured for (i) abnormal frequency, and (ii) no grid supply and low or over voltage conditions. When the system frequency is above 50.5 Hz or below 47.5 Hz, the Solar PV Project shall disconnect from the grid supply within 0.2 seconds. When the Voltage at the interconnection point of the Solar PV Project is in a range given in the Table below. 	Adequate rates fuses and fast acting circuit breakers on input and output side of the inverters and disconnect/isolating switches to isolate DC and AC system for maintenance shall be provided. Article 9 - These Regulations shall apply to all licensees and Big Consumers or Bulk Consumers who intend to install Solar PV Projects in order to supply more electricity for their own use by synchronizing with the Supply System of National Grid.

Article 10 -

The licensee may disconnect the supply to a consumer who is in violation of the provisions of this Regulation, after giving seven days notice to comply with this Regulation and on failure of the consumer to comply with the regulations in spite of the notice.

Article 11 -

This - regulation shall come into force from the date Of signing and remain valid until any new decision by Electricity Authority of Cambodia.

Articlel 12 -

The secretariat of Electricity Authority of Cambodia shall disseminate this regulation to the public and affected parties.
