Energy supply priorities:
(1) Continuously optimize coal production capacity structure. Strict safety, environmental protection, and energy consumption law enforcement, classified disposal of coal mines with an annual output of less than 300,000 tons, coal mines that overlap with environmentally sensitive areas, and “zombie companies” that have long-term suspension of production and construction. The release of high-quality production capacity frees up environmental capacity and production factors. Adhere to the principle of “promoting the large and suppressing the small, increasing the superior and eliminating the inferior”, continue to optimize the layout of coal production and development and the production capacity structure, expand the high-quality incremental supply, and promote the dynamic balance of supply and demand. Major coal-producing regions should scientifically plan the development of downstream industries such as coal, coal power, and coal chemical industry, and coordinate the on-site coal conversion and cross-regional supply guarantee to maintain the synergy and stability of the industrial supply chain. Promote the construction of coal mine mechanization, automation, informationization, and intelligence, and further improve the level of safe, green and efficient development. In 2020, a batch of backward coal production capacity will be withdrawn. The number of coal mines will be controlled within 5,000. The output of large coal bases will account for more than 96% of the country's coal output. ---
(3) Actively promote stable and increased production of domestic oil and gas. We will continue to vigorously increase domestic oil and gas exploration and development efforts, support enterprises to broaden funding channels, and promote steady growth in exploration and development investment through corporate bonds, increasing credit lines, and deepening reforms and expanding cooperation. Strengthen the exploration of the Bohai Bay, Ordos, Tarim, Sichuan and other key oil and gas basins, and consolidate the foundation for resource continuation. Promote stable production of old oil and gas fields in the east and increase production capacity construction in new areas. Accelerate the exploration and development of unconventional oil and gas resources such as shale oil and gas, tight gas, and coalbed methane to ensure continuous stable and increased production.
Infrastructure development priorities:
(6) Coordinate and promote power grid construction. Orderly arrange the construction of cross-provincial power transmission channels, give priority to ensuring the delivery of clean energy, and continuously enhance the mutual aid and supply capacity of the power grid. Further optimize the ability of the west-to-east power transmission channel to allocate resources, and coordinate and balance the development of all levels of power grids in the region. Implement the action plan for the construction and transformation of the distribution network, and promote the high-standard construction of smart grids in the Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta integration. Continue to support the construction of power grids in rural areas and complete the transformation and upgrading of rural power grids in the "three districts and three states" in 2020. (7) Promote the construction of oil and gas pipelines. Based on the “one network across the country”, we will improve the oil and gas pipeline transmission capacity and supply assurance level. Accelerate the construction of major projects for the interconnection of natural gas pipelines, optimize pipeline transmission efficiency, and strengthen mutual supply and mutual protection among regions, enterprises, and gas sources. Promote the construction of key oil product pipelines, ensure the supply of crude oil from refineries and the demand for refined oil products in consumption areas, and gradually solve the problem of imbalanced oil resources and transportation bottlenecks.
