Article 3 Strategic objectives of the mining sector. Strategic objectives of the mining sector are the following: a) Ensure sustained economic and social development of the country through, in particular, knowledge with scientific bases of the national territory and the characteristics of the soil and subsoil, knowledge based on research activity of public or private entities in close collaboration with the Timorese State; b) Create employment and improve the living conditions of populations living in mining areas; c) Protect the environment by minimizing the impact negative that geological-mining operations can cause to the environment, as well as its environmental recovery; d) Ensuring the development of national human capital particularly through training programs and development of human resources in a collaboration between the public sectors, particularly the education, and private; e) Ensuring tax revenue for the State; f) While recognizing the specificity of the activity mining, ensuring gender integration and combating discriminatory practices in this industry; g) Combat illegal mining practices; h) Establish an effective, swift and transparent regime of concession of mining rights, based on the principle of free access, in strict compliance with the law and within the framework of the approved mining policy and strategy for the government; i) Foster the use of national mineral resources by increasing as much as possible the value added to them in National territory; j) Encourage reinvestment in the country. Article 4 Sustainable exploitation of mineral resources. The exploitation of mineral resources must be carried out in a sustainable manner and for the benefit of the national economy, with strict observance of rules on safety, use land economics, the rights of local communities and the protection and defense of the environment.
