EE action plans: 
- Prepare normative legal documents on energy sector cost norms for different sectors; and carry out energy accounting for all energy target users. - Reform the power market in the direction of market-based mechanisms; accurately calculate power prices in line with the full costs, accordance with market-based mechanisms. - Strengthen the coordination between ministries, sectors, fields in the oversight, evaluation of energy use efficiency by ministries, sectors and fields. - Adopt and implement supportive policies for SMEs to access financial resources for investments in the implementation of energy use efficiency projects and cleaner production projects. - Develop a system of updated information on energy use by sectors/businesses through the integration of selected criteria/indicators on energy use in Annual Business Surveys.
Renewable Energy
RE priorities: 
2. Key tasks to be implemented during the 2021-2030 period: [...] e) Strengthen research on and application of science and technology, and technology transfer to support the implementation of sustainable development goals, with particular attention being given to environmental, clean and new energy technologies.
RE action plans: 
- Give priority to the development of renewable energy, development of independent decentralized power systems in place of extending power grids to regions/areas which currently lack supply - to ensure effective use of energy, increase proportion of population with access to electricity and create opportunities for green development in these regions/areas. --- - Adopt market-based reforms in the power sector direction; step by step, develop and roll-out a renewable energy market; ensure the transparency of power prices by accurately calculating the full costs of power production. - Mobilize increased financial resources, domestic and external, for the production of renewable energies; improve mechanisms and policies to encourage the private sector to invest in the production of renewable energies, adopt policies to create enabling conditions for all organizations, individuals to invest in renewable energy development, as consumers, producers and beneficiaries. - Diversify primary fuel and energy sources for power production. - Give priority to investments in and utilization of, renewable energies in power development, as a basis for building and promoting the development of the renewable energies market. - Give preferential treatment to investment credit provided for by existing legal provisions on investment credit and export credit for development projects for the take-up of renewable energies. - Enhance international cooperation in order to create enabling conditions for accessing renewable energy research and technology, including renewable energies, energy effectiveness, cleaner and advanced fossil fuel technology, and at the same time, promote investments in energy infrastructure and clean energy technology

National policy structure: 
- Implement the Revised Power Master Plan VII in fulleffectively. As and when needed, continue to review the Revised Power Master Plan VII setting out directions for more sustainable power development. - Develop a roadmap for the implementation of the National Strategy for Renewable Energy Development to 2030 and Vision to 2050. - Adopt flexible supportive policies, in keeping with the specific conditions of various localities, in order to make effective use of investments for poor people to access and utilize energy resources for production and daily life. --- - Implement the Revised Power Master Plan VII and the National Strategy for Renewable Energy Development to 2030 and Vision to 2050 effectively.
