EE targets: 
All departments, agencies, offices, government-owned and/or controlled corporations, local government units and other government instrumentalities [...] shall seek to increase the mandated 10% and 5% reductions in electricity and fuel consumption [...] to 15% and 10%, respectively.
EE action plans: 
All departments, agencies, offices, government-owned and/or controlled corporations, local government units and other government instrumentalities shall adopt additional measures to limit the use of their petroleum products supplies to essential activities properly authorized by their respective heads.---Air-conditioning units in all government offices shall be switched on at the start of office hours but not earlier than 8:00 a.m. and shall be put off one (1) hour before the regular closing hour.---There is hereby mandated for nationwide compliance the following measures which: a. Daily screening time of movie houses shall be from 12:00 noon to 9:00 p.m. only. b. Department stores and supermarkets shall operate from 10:00 a.m. to 8:00 p.m. Monday to Sunday. c. Outdoor signs and lights for identification purposes shall be turned off by 9:00 p.m. except those necessary for security reasons and signs of establishments solely used as hospitals, sanitaria, medical centers and funeral parlors.[...].d. Neon lights and other electricity-using signs for advertising purposes shall be used from 6:00 p.m. to 9:00 p.m. only.---The Department of Transportation and Communications shall accelerate the adoption and implementation of reasonable measures restricting the use of motor vehicles during peak hours of the day and during Sundays and legal holidays or over certain streets during stated hours, so as to conserve fuel.
