Сводный обзор:
The Document addresses the following sections: 1. National Context; 2 Mitigation; 2.1 Mitigation Contribution; 2.2 Ambitious and Fair; 3 Adaptation; 4 INDC Development Process and Implementation Plan.
Доступ
Energy access targets:
Implementation of Rural Electrification Programme: To make electricity available to 90% of households in rural area by the year 2020.
Efficiency
EE action plans:
One of the guiding principles of the NSCC (National Strategy on Climate Change) is to develop and implement integrated adaptation and mitigation solutions, i.e. that are low-cost, improve energy efficiency [...].
Renewable Energy
RE targets:
The Government of Lao PDR has also laid the foundations for the implementation a renewable energy strategy that aims to increase the share of small scale renewable energy to 30% of total energy consumption by 2030. ---Implementation of Renewable Energy Development Strategy: To increase the share of renewable energy to 30% of energy consumption by 2025. ---Approximately total installed capacity of the hydropower plants will be 5,500 MW by 2020. In addition, 20,000 MW of additional hydroelectric capacity is planned for construction after 2020.
RE action plans:
to build largescale (>15 MW) hydropower plants to provide clean electricity to neighbouring countries.
Biofuels obligation/mandate:
Implementation of Renewable Energy Development Strategy:For transport fuels the objective is to increase the share of biofuels to meet 10% of the demand for transport fuels by 2025.
Cooperation in RE:
[T]o build largescale (>15 MW) hydropower plants to provide clean electricity to neighbouring countries.
Environment
Energy environmental priorities:
Lao PDR has ambitious plans to reduce its GHG emissions while at the same time increasing its resilience to the negative impacts of climate change.
GHG emissions reduction targets:
[S]ix different types of activities with its corresponding estimated emission level, this activities are the following: Implementation of “Forestry Strategy to the year 2020” of the Lao PDR: 60,000 to 69,000 ktCO2e (once the target has been met, by 2020 onwards); Implementation of Renewable Energy Development Strategy: 1,468,000 ktCO2e (by 2025); Implementation of Rural Electrification Programme: 63 ktCO2 /pa (once the target has been met in 2020); Implementation of transport focused NAMAs: Road network development is 33 ktCO2/pa, and 158 ktCO2/pa for public transport development; Expansion of the use of large scale hydroelectricity: 16,284 ktCO2 per annum (2020-30); Implementation of climate change action plans: To be estimated as part of the implementation plan.---60,000 to 69,000 ktCO2e (once the target has been met, by 2020 onwards).
Pollution control action plans:
Implementation oftransport focused NAMAs: In one NAMA feasibility study, road network development is identified as a first objective which will reduce the number of kilometres travelled by all vehicles. The second objective is to increase the use of public transport compared to the business as usual (BAU). In addition to a reduction in GHG emissions the activity will lead to a reduction in NOX and SOx emissions which will have significant co-benefits such as improvement in air quality which in turn will have positive impacts on human health.
Decarbonization strategy:
An ambitious target is set out in the National Forestry Strategy to the Year 2020 for increasing forest cover to a total of 70% of land area by 2020, and maintaining it at that level going forward.---Implementation of Renewable Energy Development Strategy.---Implementation of Rural Electrification Programme: [...] This will offset the combustion of fossil fuels to produce power where there is no access to the electricity grid. 63 ktCO2 /pa (once the target has been met in 2020)
Cooperation in env.:
Lao PDR also aims at utilising unexploited hydropower resources to export clean electricity to its neighbours. By supplying neighbouring countries such as Cambodia, Viet Nam, Thailand and Singapore with hydroelectricity, Lao PDR is enabling other countries in South East Asia to develop and industrialise in a sustainable manner.
