Overall Summary: 
The Energy Strategy of the Russian Federation until 2035 (Government Decree No. 1523-r of 2020) provides a long-term vision on the development of the Russian energy and fuel complex until 2035. The directions of energy development are coordinated with the main directions of activities to ensure energy security, defined in the Energy Security Doctrine.

Energy access priorities: 
As the economic crisis has exposed the limits of Russia’s current economic growth pattern, the Strategy investigates integrated approaches to sustainable development of the energy sector achieved through transition from resource oriented model towards innovative path. Particular focus is made on opportunities to close existing energy infrastructure gaps.---Art. 1. It is essential to ensure affordability and accessibility of energy services.
Efficiency
EE priorities: 
Art. 5.4 fully addresses the concerns specific for Russia’s energy sector looking at the existing issues from the perspective of energy conservation and improving energy efficiency. In line with the objectives of the State Program on Energy Efficiency and Power Sector Development, the Strategy aims: 1) to achieve significant reduction of GDP energy intensity; 2) to promote energy efficiency at municipal and federal levels.
EE financial incentives: 
The policy examines measures to promote energy efficiency projects, focusing primarily on low interest loans and tax credits.
Renewable Energy
RE priorities: 
The underlying fundamentals for the deployment of renewable energy are based on the need to speed up transition towards a low-carbon energy system, the need to diversify national energy mix. ------- On a percentage basis, renewable energy - excluding hydropower - accounted for 0.2 per cent of Russia’s power generation in 2005-2012.

Environment
Energy environmental priorities: 
It is essential to work towards environmental security in the Russian Federation. Measures phased in over a long period of time aim to reduce CO2 emissions to the atmosphere through strengthened national system of environmental monitoring and tightened regulations.--- In spite of modest attempts that were made to improve production of associated oil gas, the policy calls the state for undertaking substantial additional regulatory efforts in this field.
Pricing
Energy pricing: 
Art. 4.2. Objectives: achieve price stability target on domestic market of energy carriers. ----------- Major challenges are posed by global energy market volatility and instability, sharp surge in oil prices due to a range of geopolitical and economic factors.
Energy Supply and Infrastructure
Energy supply priorities: 
As the economic crisis has exposed the limits of Russia’s current economic growth pattern, the Strategy investigates integrated approaches to sustainable development of the energy sector achieved through transition from resource oriented model towards innovative path. Particular focus is made on opportunities to close existing energy infrastructure gaps.
Energy mix: 
Nuclear power generation is projected to increase from 16 to 22-23 percent.
Infrastructure development priorities: 
There have been progressive efforts to develop and upgrade existing energy infrastructure. An excessive emphasis is placed on the development of energy transportation infrastructure (oil and gas pipelines, power transmission lines).
Trade
Energy trade priorities: 
In the context of energy market stability target, it is important to diversify Russia’s trade in natural resources and continuously promote cooperation with the countries of Asia and the Pacific. As provided by art. 1, export of gas to the countries of the region – in particular, liquefied natural gas (LNG) – will continue an increasing trend.
International trade association membership: 
The policy explores the possibilities of developing a common energy market within the Eurasian Economic Community.
Governance
Energy management principles: 
The policy provides a review of energy sector developments over the past several decades. As the economy of the Russian Federation is projected to follow a downturn trend in the medium-term perspective, the Strategy focuses on the policy measures to support structural transformation and progress with energy sector reforms.

Art. 6.9. An all-encompassing regulatory framework for atomic energy is established in line with objectives of the Long-term program of the State Nuclear Corporation “Rosatom” (2009 - 2015).
