Overall Summary: 
With an aim to embrace sustainable development paradigm and reduce existing pressures on the environment, the present Program proposes implementation of a wide-scale energy efficiency policy targeting four broad sub-areas, specifically: 1) improving energy conservation and enhancing energy efficiency; 2) advancing fossil fuels production technologies, 3) upscaling renewable energy; 4) facilitating innovative development of the fuel and energy complex of the Russian Federation.The program objectives comply with provisions of the Energy Strategy of the Russian Federation until 2030. --- Overall perspective is given on the status of the fuel and energy complex of the Russian Federation, existing challenges and potentials for development. Despite volatility resulting from global economic uncertainty, the issue of persistent weak performance observed in particular sections of Russia’s fuel and energy complex is brought to the fore by the Program. --- The Program was adopted to replace the State Program on Energy Conservation and Improving Energy Efficiency until 2020.
Efficiency
Energy Service Companies (ESCOs): 
Establishment of energy service companies to promote energy efficiency and enable favorable market environment is one of the key priority areas identified by the Program. Additional financial resources shall be provided from the national budget for implementation of relevant projects.
Renewable Energy
RE priorities: 
Objective 3 of the present policy – To develop renewable energy sources and increase environmental efficiency of the energy sector. The policy identifies existing barriers to scaling up renewable energy programs in the Russian Federation including, inter alia, institutional and regulatory frameworks, lack of physical infrastructure capacities, and lack of commercial viability. Renewable energy resources are concentrated in remote under-populated geographical areas with harsh climate conditions.Thus far, electric power generation with renewable sources is less than 1 per cent of total electricity generation. --- Additional governmental policies on transforming existing energy patterns shall be developed to pursue accelerated deployment of unconventional sources of energy such as solar, wind, biomass, etc. --- As significant potential exists for the development of renewable energy sources, the Program emphasizes that increased national investment and technological support are required to facilitate scaling-up introduction of RES in the Russian Federation. Over the past several years considerable progress in development of biomass and hydropower sources of energy has been observed. Broader RES deployment is required to release existing energy pressures and reduce emissions. --- Evolving appropriate regulatory frameworks - currently considered insufficient - is necessary to support further development of renewable energy in the Russian Federation.
RE targets: 
As energy production from renewable energy sources is currently on the agenda in the Russian Federation and the possibilities of RES development are vast, the Program establishes the target values to increase the share of renewable energy power plants to 16-17 per cent by 2020 and 19 per cent by 2030.
Environment
GHG emissions reduction targets: 
The Program gives an imperative for reducing green house gas emissions and sets the target of decreasing the current value by 393 Mt CO2 eq by 2020.
Pricing
Energy pricing: 
Expected outcomes of the Program include decreasing conventional fuel prices administered through tariff regulation and largely supported by improving economic and energy efficiency of the industry.--- The Program states that liberalization and deregulation of market forces are required to facilitate transition to sustainable economic patterns. A competitive energy market environment shall be enabled for attracting foreign and national investments and diversifying productive capabilities of Russia’s energy sector.
Governance
Energy management principles: 
Following the State Energy Strategy of the Russian Federation until 2030, art 1.3 identifies key priorities of the national energy sector development. A comprehensive set of policy measures is envisaged with an aim to ensure national energy security. In the context of global economic volatility, the Article stresses the need for overall enhancement of Russia's fuel and energy sector. Particular focus is made on financial sustainability, economic efficiency, improving environmental sustainability of the energy sector. Important directions involve increasing innovative and technological capacities of the energy sector and improving efficiency in the use of natural resources.
Technology
Low-emission and cleaner coal technology: 
The policy proposes to advance cleaner coal production and utilization technologies, an emphasis is placed on supercritical coal combustion and coal liquefaction technologies. Provisions comply with the Strategy for the Long-term Development of the Coal Sector in the Russian Federation adopted on 24 January 2012 № 14-р. The policy envisages building productive capacities of the coal sector along with promoting environmentally sound and sustainable forms of production. Gradual modernization targets improving infrastructure capacities by 25 per cent by 2015 and by 50 per cent by 2020. Overall sectoral competitiveness is to be increased through implementation of activities on technological advancement, refurbishment and modernization of the coal sector.
R&D energy efficiency: 
Objective 4 - to facilitate the innovative development of the fuel and energy sector – requires intensifying efforts towards development, introduction and dissemination of energy efficient technologies. Considerable investments are to be attracted to support R&D activities in the fuel and energy complex (objective given a priority by the Ministry of Energy of the Russian Federation). --- The policy sets out the target to increase R&D investment expenditures up to 2.5 per cent / as share of total amount of supplied goods and services by 2020.
