Overall Summary: 
The Program - adopted pursuant to the Decree of the Government of the Russian Federation №1099-р of 12 June 2014 - defines long-term objectives for the management of coal resources in the Russian Federation, sets regulatory frameworks to drive technological modernization of Russia’s mining industry. The policy prioritizes six broad thematic areas, pertaining in particular to: 1) development of the coal sector and the sustainable use of mineral resources; 2) building capacities of the coal industry through technological advancement and modernization; 3) strengthening national coal markets and Russia’s presence on the global coal markets; 4) accelerating clean coal research initiatives; 5) ensuring labor safety and security of coal enterprises; 6) measures to strengthen environmental security; and 7) developing skilled and competent workforce. The policy sets target indicators and aims to track and report progress towards the established goals. ---- The Program provides the basis for sustaining exploration activities and encompasses measures to achieve a significant increase in coal production and coal power generation. An overview is provided on the current status and recent developments in the coal industry of the Russian Federation, remaining risks are brought to the fore (Art. 1). ---- Crucial is need to mitigate negative environmental impacts to a maximum extent as existing economic model generates tensions between environmental and industrial development priorities. ---- Public-private and municipal public-private partnership schemes are considered an effective instrument for putting provisions of the Program into practice. An active dialogue will be held among private stakeholders – providing financial resources to production processes – and public stakeholders – responsible for closure of physical infrastructure gaps to more fully harness cooperation opportunities. The policy sets frameworks to broader the role of private sector in mixed financing, leasing, etc.---- With an aim to harmonize existing regulatory frameworks, the policy envisages amendments to the Federal Law On Subsoil and relevant regulatory documents on coal. Provisions comply with the objectives of the Concept for Long-term and Economic and Social Development and the Energy Strategy of the Russian Federation until 2030. Environment
Energy environmental priorities: 
Subprogram 2. To pursue the objectives of the State Environmental Program for 2012 – 2020, the policy proposes a comprehensive set of measures focusing on environmental monitoring and assessment, fire prevention, reclamation of rivers and land restoration. --- Subprogram 5. Appropriate policy frameworks will be evolved to increase the use of cleaner, resource-conserving and energy efficient technologies in coal mining, transportation, and storage. --- The national environmental regulation translates into a steady stream of coal plan requirements.
Trade
Energy trade priorities: 
The program focuses on policy measures to stabilize domestic coal consumption and increase opportunities for foreign trade in natural resources. The program seeks to make considerable shift towards expanding exploration and trade activities in the Far Eastern region and West Siberia. --- Subprogram 3 envisages a reform of domestic coal market architecture to enable favorable conditions for domestic demand growth. While considering sluggish domestic consumption a factor hindering development of the sector, the subprogram addresses measures to maintain export growth.

Energy sector investment priorities: 
Develop appropriate investment mechanisms as financing is the key for the establishment of new coal mining centers and modernization of mining industry infrastructure. A long-term finance – including foreign investments – is essential for the sustainable development of the coal industry in the Russian Federation.

The Program outlines some of the pressing challenges facing the national coal industry and focuses on elements of national policy agenda to achieve more resilient and robust development in the sector, with that, the document reaffirms the objectives, principles and provisions of the State Program on Energy Efficiency and Power Sector Development, the State Program on Industrial Development and Improving Industrial Competitiveness, the State Environmental Program of the Russian Federation for 2012-2020, the State Program of the Russian Federation on Restoration and Use of Natural Resources, etc.

Technology
Clean energy technology deployment: 
Art. 1.2 emphasizes that with an aim to tighten control over mining activities in the Russian Federation and to introduce advanced technologies and managerial practices, a targeted program for coal-mining licensing was endorsed by the Ministry of National Resources and Environment (with the timeframe of 2010 - 2015).
Low-emission and cleaner coal technology: 
Subprogram 4. The article stipulates that envisaged actions will focus on technological modernization of Russian coal industry. With a view to mitigate adverse environmental impacts, the policy seeks to support the application of clean coal technologies. Emphasis is placed on broader deployment of coal gasification and supercritical coal combustion technologies.The policy considers the concept of underground gasification and proposes to scale up programs on relatively new types of coal-water fuels. Clean technology initiatives encompass research and development programs carried out to advance coal extraction, beneficiation and conversion technologies.
