Overall Summary: 
The State Program on Environmental Protection (2021 Ed.) was adopted in 2014 to establish rules of environmental management in the Russian Federation. The policy proposes cross-sectoral measures to reduce existing pressures and mitigate adverse impacts on the environment. The Ministry of Natural Resources and Environment and relevant regulatory bodies - as specified by subprograms - are tasked with implementation of a comprehensive set of policy measures that offer wide environmental benefits. The Program proposes implementation of a wide-scale environmental policy prioritizing a number of sub-areas, specifically: 1) environmental management; 2) biodiversity conservation; 3) hydrometeorology and environmental monitoring; 4) Arctic research programs; 5) measures to ensure implementation of the present national environmental program; 6) conservation program for the Baikal Lake and the Federal Targeted Program for Geophysical Monitoring in the Russian Federation for 2008 – 2015. Agencies governing the environmental sector will undertake activities in their effort to set up environmental monitoring system and ensure environmental security; to explore the possibilities for broader deployment of advanced technologies; to conduct scientific research on climate change and to establish essential frameworks for reducing damage to human health. Provisions are made for ecologically sustainable use of wildlife, biodiversity maintenance and ecosystems conservation. The present policy applies to protected and nature conservation areas and envisages enlargement of existing protection areas (detailed break-down data and target indicators are provided in Appendixes). It is provided that funds to support the program implementation will be allocated from the federal budget. A range of targeted national quantified environmental indicators is established, moreover, the resources and effort required to meet the established goals are estimated. Cross-sectoral policy measures related to finance, technology, industry and trade are covered. The program targets ensuring coherence with relevant national environmental policies and global regulations. Conformity with international criteria shall be achieved.
Environment
Energy environmental priorities: 
The policy calls for re-examination of resource- and carbon-intensive growth strategies. Emphasis is placed on measures undertaken to achieve significant reductions in air, water and land pollution. --- National quantified targets to reduce emissions are set, progress will be tracked on the way to achieve the established goals.
Pollution level targets, PM10, PM2.5, SOx, NOx: 
The policy assesses environmental impacts in a quantitative manner and – with that – aims at meeting stringent targets for reducing air pollution levels. The break-down data contained in Appendix №1 to the Program specifies sectoral emission reductions. Indicator 1.12: target for stationary sources of emissions - to achieve 91.4 per cent in 2020 of 2007 level. Indicator 1.13: target for emissions of harmful substances in road transport - to achieve 71.89 per cent of 2007 level. It is stipulated that that the number of cities with high levels of air pollution shall decrease 2.7 times from 135 in 2007 to 50 in 2020 (target indicator 2, objective 2 of the present program). --- To fulfill Russia’s obligations arising from international treaties on prevention of air pollution and abatement of pollution in waters, the policy aims to the achieve 77.4 per cent share of captured substances in total emissions from stationary sources (Subprogram 1).

Governance
National policy structure: 
Ensure better coherence of approaches under the Antarctic Treaty framework (Subprogram 4). ---- Formulation of effective and coordinated policies is an issue given considerable attention to, thus the Strategy refers to the key policies related to the protection of the environment, including the Principles of State Environmental Policy of the Russian Federation until 2030, the National Security Strategy of the Russian Federation until 2020 (adopted pursuant to the Presidential Decree of 12 May 2009 №537), the Climate Doctrine of the Russian Federation (17 December 2009 №861-rp), the Strategy for Innovative Development of the Russian Federation until 2020 (Government Decree of 8 December 2011 №2227-r), the Strategy for the Development of Marine Activities in the Russian Federation until 2030 (Government Decree of 8 December 2010 №2205-r), etc.
Technology
Clean energy technology priorities: 
Expected outcomes of the Program include enabling conditions for the development and introduction of cleaner, environmentally sound innovative technologies considered critical to reducing the levels of carbon dioxide emissions to the atmosphere. ---Plan of Action for Implementation of the Program (Activity Item 19): Scale up environmental remediation technologies, promote research and development in this field.
R&D pollution abatement: 
In response to existing environmental concerns, the Program targets expanding research initiatives for broader deployment of pollution abatement technologies.
